Board of Trade, March 23, 1906.

I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 13th instant, forwarding copies of telegrams received from His Majesty's Minister at Peking relative to the importation of morphia into China.

In reply, I am to state that the Board concur with Sir E. Grey's proposal that Sir E. Satow should be instructed to inform the Chinese Government that they should endeavour to persuade the other Powers to agree to the reduction of the existing duty on morphia, but that, should the difficulty of doing so prove insuperable, the matter can be reconsidered. The Board also agree that the Chinese Government may be informed that the conditions as to manufacture apply only to the commercial manufacture of morphia.
